the Legislative forum is known in England as Parliament. There are two "Houses" of Parliament, the House of Commons and House of Lords. Every word of every speech and debate is reported on a daily basis by a company called Hansard. Daily Debates from Hansard are published on this website the next working day by 6am on the Parliament's web site.

In the US it is in the Congressional Record that is published regularly.
