The moon missions served a dual purpose. They really were about the science of the endeavor, to understand the origins of the moon, the geologic make up of the moon, to discover if there was tectonic activity, etc. There was also a secondary purpose, which was to prove to our Cold War enemies that we had the power and strength, technologically, to send men to the moon. The theory being that if we could launch a rocket to the moon, we could launch nuclear missiles to Russia. So it was a "who's the best" contest as much as it was a "let's do science!" mission.
Space Shuttle missions can only be launched during windows of time which allow the vehicle to reach the orbit required for that particular mission. This is generally calculated to rendezvous with the International Space Station but has also been designed to launch commercial or military satellites or rendezvous with the Hubble Space Telescope for repairs and upgrades. NASA prefers to launch in the daylight to allow for maximum visibility during ascent to spot any debris impacting the orbiter for further inspection in orbit. Practically speaking, times when weather is calmest is best as it lessens the chance of weather related scrubs.
Cape Kennedy is the best viewing followed by Titusville and the Cape Canaveral area are best. Kennedy Space Center sells tickets to the prime viewing area a few weeks before each launch. For those who cannot travel to the area, you can watch the launch on the internet through NASA TV. However there are no more shuttle launches.

As you know best places satellite launch to space is to be equator plane of earth. Because gravity is less than polar. Acording to the Napier rules, your launch angle must be equal latitute angle if you launch a thing to space. Thanks to all.
That really depends on the specifics of the mission. If you're traversing ground which is too soft for a wheeled vehicle, then you'd want a tracked vehicle. If you have to cross bodies of water, it would need to be an amphibious vehicle. If enemy armour is a threat, a vehicle like the M-2 Bradley, which has the capacity to launch TOW missiles, would be desirable. If speed is your focus, and you have usage of roadways, then a wheeled vehicle would certainly have advantages. What's best is all situation dependent.
It is recommended that all four tires on your vehicle be equal to one another, to avoid an uneven setting of tires. Really, it mostly depends on your definition of 'best'. If the 'best' tires are the more inflated tires, then you shouldn't put them on your vehicle at all. Usually, the better tires should go on the back of the vehicle (the two rear tires). However, if the better tires are vastly better than the other tires, then do not put them on your vehicle, because it would cause unbalancing in the vehicle, and other issues.
