The Adobe Flash FLA file format represents a Flash document in its editable format. It is the intention that an FLA be compiled into a usable SWF. An SWF, then, is a compiled FLA, ready to be reinterpreted by a movie viewer.

In short form, an FLA is a work in progress that can't be readily distributed, where as a SWF is a completed FLA ready for release.
