The radiator fan relay has failed. The relay is under the front bumper cover under the right front headlight. The easyist way to access the relay is to remove right front headlight and drill a 1.5 inch hole to remove. Otherwise the entire front bumper has to be removed.
i have this same problem on my 2000 just mess around with the connection when the car is on to see if the fan turns on that usually works for me it located on the left outside the fan cover.

You will have to uninstall the alarm and rewire the vehicle. It is likely the ignition wires are run through the alarm.

1999 would either be a 4.0L inline 6 or a 4.7L V8

Take out the 6mm bolt and pull outwards on the headlamp assembly.
You have a vacuum leak somewhere. Check the orfice line.
