The drain at the bottom gets plugged with sediment from the water. There is really nothing to be done to unplug it. Depending on your water quality, there could be a foot of rust in the bottom of the tank.

If it is more than 3-4 years since you last drained it then grungy rust and muck will be covering the drain. It is often necessary to fit a garden hose to the incoming pipe and try to blow it out.
