The Persians were the best rulers for the empire because they were tolerant of the people they conquered. They respected their customs and religious beliefs. They encouraged unity so they built hundreds of roads making it easier to communicate with other people.
At first, they treated them with fairness but much more crule as the empire went on.

Well it fell because of Weak kings, poor harvests, slow trade, over taxing people, & the Persians conquered Babylon.
The Persians were tolerant of other people. They did not forcibly move people they've conquered from their homelands, but instead returned them as this was their policy. The Persians believed that prosperity of subject people = prosperity for their Empire.
Persian policy of tolerance is acceptance of the people the Persians conquered. Therefore it grew so much because it did not matter if they conquered or not, it wasn't going to change the people's lifestyle in any way. They respected the customs of the diverse groups in their empire. EXAMPLE: the culture they conquered would not have to change their religious views.
