Pure distilled water is not a good conductor of electricity. It is the impurities in water (usually salts) that conduct electricity. In fact, the conductivity of a sample of water can be used to measure the concentration of salts in the water sample.
If the water is extremely pure (and therefore has almost no ions), it will hardly conduct electricity.

Electricity and water are often compared to help explain how electricity works. Voltage is like the speed of water in a river, and electrical current is like the amount of water in the river. Resistance can be compared to the physical width of the river. Power is voltage times current, or the speed of the water times the amount of water. Electricity is usually most dangerous when it is available at high power - similar to a huge, fast moving river.

Not much effect at all. Like a straw filled with water without any air bubbles and closed at both ends, you can rotate the straw any which way and the water will not move inside. The only effect the circulation will have is the easing of the circulation through the bloodstream as the heart slows slightly during rest.
