The heating and cooling fan only works in the high position. Do I need to replace the fan or is their a sub electrical system connected?

Try the HVAC, it is Heating, cooling, AC, regulator. located near the blower motor. it controls the amount of voltage going to the motor, the highest setting by pass the restictors that is why it only works on high., Might locate one at a junk yard. good luck,
