I have the same problem with a 2003 Saturn L200. My mechanically inclined brother showed me how to open it. I don't know if it'll work as well on a Civic but by reaching under the front of the car, between the bumper and radiator, and pulling the cable the hood pops open. Everything I've read on the net says that replacing them is a royal pain so I'm just going to have it replaced somewhere. Hope this helped.

The hood release cable snakes into the cabin of the car through the firewall. To replace the cable remove the old wire. Zip tie the new cable to the old one and pull it out. This will easily snake the new cable into place. Install the new cable on the release and lever.
There is not speedometer cable on a 1996 Honda Civic. There is a throttle cable. Top replace this unhook it from the throttle body and gas pedal. Hook on the new cable to snake it through the firewall. Properly hook the throttle cable to the gas pedal and throttle body.
