The icon that represents the Window's Recycling Bin is a trash can. Normally, it is in the top left corner on your desktop.

When you say "concerning icon" I'm not sure what you mean. However I'm going to assume that you mean the icon has dissapeared and it just looks like a blank page instead of the recycle bin icon. This can be from manny reasons but should be able to be fixed easily. Open my computer fro the start bar, and on the side menu scroll down until you get to the recycle bin. Select it then copy it and paste it on your desktop and remove the old recycle bin.

First you choose the icon that you want to delete.Next you find the "Recycle Bin" icon.Then click and drag the chosen icon to the "Recycle Bin" icon.That is how you would delete an icon off of your computer!
I have a recycle bin icon but cannot empty it. When I click on the bin I do not get a message "empty recycle bin." I've searched under "tasks" and it has "empty recycle bin" but it is "grayed out".

From time to time, you'll want to purge the recycle bin to free up space on your hard disk. You can also configure Windows so that it doesn't use the recycle bin at all, but then you won't be able to retrieve accidentally deleted files. Items in the Recycle Bin remain there until you decide to permanently delete them from your computer. These items still take up hard disk space and can be undeleted or restored back to their original location. When it fills up, Windows automatically cleans out enough space in the Recycle Bin to accommodate the most recently deleted files and folders.
