King Herod. He killed all the baby boys in Bethlehem to be sure he killed Jesus but he didn't know that The Holy Family had fled to Egypt.
In what is referred to as the "Massacre of the Innocents", King Herod (also known as Herod the Great or Herod I), decreed that all young male children in the vicinity of Bethlehem be killed, which would have included Jesus if Mary and Joseph had not fled to Egypt.

This is not really an adequate answer, there were several Herod's in the 100's BC and 1st century AD. The question is which one. The answer is most likely Herod the Great who died in 4AD.

God condemns practices of false gods, Astrology, divination which these practiced. Also they told King Herod about the birth and he asked that they find him and disclose to him his location. His intention was to kill Jesus. the astrologers did not return to Herod due to a vision given to them So Herod was angry but was able to ascertain the age Jesus may be based on when the astrologers saw the star. He sent his soldiers to Bethlehem and districts and killed all male children of 2 years of age and under. Mary and Joseph had escaped beforehand after receiving a vision

Angles appeared to the shepherds at Jesus birth who were worshipers of the true God and knew prophecy concerning his arrival. No other bible writer mentions the

Star that guided them to Jesus. The worshiped false gods who would be the influence of Satan who was no doubt aware of this event and guided the astrologers to find Jesus using their worship of stars. Satan also tried to tempt Jesus to disobey God when he tested him in wilderness. Satan failed to stop Gods will and purpose for His son Jesus and his sacrifice that he faithfully fulfilled
