Assuming you have already changed the bulbs and fuses right? The biggest are I have for issues in the rear are in the door. Because its an 86 its age is a factor. The connector block could have corrosion from moisture. Pull open the door and remove the panel on the door. Look at the tail light and follow the wires to the connector. Pull it apart and look at it. If there is corrosion I would replace it, not clean it. Check the wires for voltage if you can. If everything looks OK but the lights are still off then I have occasions when a wire has gotten broken where they bend coming into the door. There is another connector block behind the left wheel hole inside the trunk space. Pull it out and check the wires from the there to the door with a meter for continuity. Just look at the colors at the connector in the door to tell which to use. See if you have voltage at the connector in the trunk and if so a wire is bad or the connector.

the bulbs could be out. if it has a trailer hitch on it and it was installed after market (not by the dealed), a lot of the time the marker lights to the trailer are spliced in to the licese plate lights and the type of conector that are used are prone to corosion. if that is the case just splice it together after the corroded wirer is remove and seal it electrical heat shrink.

There are plastic bulb covers on either side of the license plate. Unscrew the screws and take the covers off. From there you can insert new bulbs.
