The license plate lights are located just above the license plate. Open the tail gate part way to make removal easier (unless you enjoy squatting). Remove the Phillips screws and replace the affected bulb.
No because the licence plate light would only light up when you put the car in reverse. it is a seprate system. On the 2003 they are on the same fuse.
