The cluster has to be synced with the PCM. You'll have to get this done at a dealer.
There aren't bulbs in the digital display of a 94 Towncar. The whole cluster had to be replaced with a good one and needs to be calibrated to your mileage and such. Check with your local dealer after obtaining a replacement. I would start with a junkyard for replacements.
You have a short in the cluster.
buy a junkyard cluster or take your cluster apart and move them free.....
you have to take out the intrument cluster and replaced the light bulbs that are inside the instrument cluster!...its really simple

This is a common issue with Lexus, mainly with the older LS400's. Basically, the instrument cluster needs to be replaced, this can only be done through Lexus. A new cluster to be installed including labor will run anywhere from $750 - $1000. If you can find an instrument cluster at a salvage yard, Lexus will send it off to match the mileage from the original cluster, then install it for 2 - 3 hours of labor cost.
35505-SA5-003 is the part number through Honda. If you have a local junkyard, I would recommend going there and taking the bulbs out of the cluster on a junked Honda.
Probably a defect in the gauge cluster. This old a car, you can pick up a gauge cluster cheap at a junkyard.
