The five new states of the North West territory could not have slavery.
It allowed new states to enter the union.The Northwest Ordinance of 1787 created the process by which Colonists could obtain land. It also regulated how much land a person could obtain and how big cities and towns could be.
They created the Northwest Ordinance in 1787. That ordinance created a single Northwest Territory out of the lands north of the Ohio River, and east of the Mississippi River. The lands were to be divided into three to five smaller territories. When the population of a territory reached 60,000, the people would petition a statehood. Each new state would come into the Union with the same rights and privileges as the original 13 states.
Five states ratified conditionally, with amendments. James Madison rewrote those amendments into the Bill Of Rights.
Delaware was the first US State and Pennsylvania became the second five days later. Only three States joined in 1787 with New Jersey as number three. By the end of 1788 there were only eleven US States.

There are few things significant about the Northwest Ordinance of 1787. First, it established the ability of the U. S. government to expand westward. Next, it set a precedent for admitting new states into the union as opposed to expanding existing states. Finally, it prohibited slavery in the territory, thus creating the Ohio River as the boundary for slavery.
