First you have to convert km to m or m to km. Since we are going for liters, lets go for meters as that will be easier.

km = 1000m

1.6x108 km2 x 103m/km x 103 m/km = 1.6x1014 m2

1.6x1014 m2 x 3800m = 6.08x1017m3

One litre is equal to 0.001 cubic metres and is denoted as 1 cubic decimeter (dm3).

So 1m3 = 1000liters

6.08x1017m3 x 1000liters/m3 = 6.08x1017 liters.
