Personal and individual responsibility plays a big role and every family should have a 72 hours survival kit that would allow its members to fend for themselves for the first three days of a crisis or disaster. That would allow authorities to help those who really need it. Besides, being prepared really increases the chances you'll come out of the crisis in better shape than most!
After that, we deal with a scalable approach. The lowest level of government or authority being able to deal with the situation should do so. Municipality, regional government, state/provincial and then federal if need be.
