A Consul during the Roman Empire was basically broken down into three things.

Outside of the walls (of Rome): Power Imperium (Military Command)

Inside the walls: They were judges, introduced legislation and summoned legislative bodies

Insignia of office: Attended by lictors carrying faces (a bunch of rod tied together; symbol of power)

They were elected yearly, and there was 2 consuls.
