Kings, supposedly, have some legitimate claim to the power, either because of a religious anointing, or because they descendants of the previous kings. Dictators on the other hand took their power by force and have no legitimate grounds to the power, other than they have greater strength than their adversaries. In many cases Kings were seen as being appointed by God.
