If your car is anything like mine, it will sometimes lock, and/or twist inside the housing when it retracts! Man I hate it when it does this. Never fear it is easily fixed. My father taught me how to do this when I first started driving, of course this was because he gave me his old car and neglected to tell me that the drivers side seat belt would get itself into a wad at times! What you need to do is this:
Open which ever door it happens to be on, along the floor and on up to the belt itself should be a plastic housing that is attached to the for lack of a better word running board of the floor, take a flat edged screw driver and I say this in all honesty GENTLY pry this up, and then take your hand and pull out the portion that is directly in front of the seat belt that is twisted or locked. Then all you need to do is pull down on the portion of the seat belt that is below the portion of belt that is either locked or twisted then reattach the plastic strip along the floor and side part of door jam and viola your seat belt should be released.
