Well Dwight D. Eisenhower was the president in 1957, so I'm assuming it was him.
US President Dwight Eisenhower was the first US president to make full use of intelligence information the CIA provided to the White House. Under President Eisenhower, the CIA was given strong powers and the agencies' secret information help Eisenhower determine, to a certain extent, how he would handle troublesome international situations.

In my experience the term 'executive agency' is for certain bureaus in the British government. Since NASA is a part of the US government it would not be an executive agency under this definition. If you mean, is it an agency falling under the US Executive Branch (under the President) then yes, it falls under the President.
