∙ 7y agoUS President Dwight D. Eisenhower did not create the CIA, however, he used the agency's to its full extent while he was in office. This was another step in the 1950's to elevate a US president above certain US legislative restraints, as what information the agency provided to Eisenhower was "top Secret" and so much so that it might be dangerous for the US Congress to know secrets that might become "leaks".
