It's called the GUI, (pronounce "gooey"..hehe I like that !!) which stands for Graphical User Interface. It's all the neat windows that you can open, close, drag, minimize, and click and type in. It's what makes any operating system (not just Windows) usable. In Windows the GUI process is called Explorer.exe.
