Sounds like your starter drive shaft is broken. If the starter is spinning but the shaft they comes out of the nose cone engages, but does not spin, it is most likely broken...You may have other issues causing the problem. www.txdashcovers.com

I purchased a used 90 sportsman, which had the kick start arm Welded to the shaft coming out of engine, I just went to replace starter as it was bad and found the broken off piece laying near starter, apparently previous owner just spot welded the actual kick arm to the input shaft that goes to engine. It worked that way for a season until now I am replacing the starter. Pain in the butt! bottom bolt is an Allen that you have to used a special Allen that has the round end because of the angle. Hold the compression release in, twist the throttle fully open and kick the kick starter 8 times. move the choke to the half choke position and kick the kick starter 2 times with the throttle closed move the kick starter so that you are at the compression point at the bottom of the kick starter stroke and then use the compression release to move the kick starter just past the bottom (full compression) position kick the kick starter from the top all the way through the compression stroke. If i understand correctly when you have the clutch lever pulled in and try to kick start it the kick start spins freely. I also have that same issue it has to be in neutral with clutch let out then kick it over, maybe a safety thing
