There is no perfect and precise answer to this question, but most scholars generally support John Stuart Mill's harm principle. In a democracy, the harm principle means that one may enjoy any freedom so long as it does not interfere to cause harm to another person. This means that the government can only limit freedom of expression when that expression would cause harm to other people. In this case, thus, freedom of expression can (and is usually) limited to some extent.
