The "rough" notes and the crime report need only contain enough information to establish that an act occurred which was an offense that broke the law. PC only needs to be shown in order to effect an arrest, therefore, it is necessary only in the arrest report. The forensic report doesn't need to contain anything more than the bare facts of the item(s) under analysis.
No warrant is ever necessary. Any armed assault is a felony offense for which only probable cause is necessary to effect an arrest. So-called 'Simple Assault' in most(all?) jurisdictions is a "probable cause misdemeanor" and, unlike the vast majority of other misdemeanor offenses (which must be committed in the officers presence for an arrest to be made), you can be arrested for it based on probable cause alone.
Yes, that's what judges are for. To get at the truth. If sufficient probable cause to arrest you can be shown - regardless of who said what - that is all that is needed.
Individual jurisdictions laws may vary but the primary thing needed for an arrest is a warrant signed by a judge who found sufficient cause for the arrest. Physical evidence may not be required if there is sufficient witness statements. Some standard exceptions to requiring a warrant are, a law enforcement officer witnesses a criminal act, the probability of destruction of evidence, immanent harm to others or the target of the arrest. A warrant for an arrest and a warrantless arrest are based on probable cause, which is based on the opinion of the officers or magistrate. The probable cause must be adequate to sustain the scrutiny of a court.Added: SHORT ANSWER - the only thing necessary is PROBABLE CAUSE on the part of the officer that you committed an offense.
Unless the officer discovered probable cause during the traffic stop (or had probable cause prior to), then no, the search was illegal. The officer would have needed to obtain probable cause to search the vehicle, in reference to Carroll v. United States. The prior answer referenced "Search Incident to Lawful Arrest" and that was incorrect. During a traffic stop for speeding, generally, no one is being arrested, and "Search Incident to Lawful Arrest" only allows the the officer to search for evidence related to the arrest, which for speeding, there wouldn't be any such evidence.
