I think the tool you are asking about is the "rubber stamp tool" It is the one shaped like a rubber stamp in the tools. Just go to the tool icon, then hold it over the area of image you want, and then hold down alt button and click: this picks up the image you want and then you can "paint" with it as you say. Yes you can, select the square in the icon toolbar and then left click and drag over the desired area. Cut and paste this into a new image.
First select it from Toolbox then look at options bar (below menus) and set options for this tool, adjust brush size (when using Dodge tool you are actually paint with Brush) click and paint directly on image.

Go to File > Place or open another image in photoshop, select Move tool from toolbox, click in image (canvas) area and drag it to another image. See related link for detailed tutorial.
easiest is to select the area with a wand. use Ctrl and J to copy that area and then using the blur tools on that selected/copied area test to find which effect is best for you
