I have a 2003 Malibu and have the same issue. The problem is the module that houses the turn signals and hazard lights. This is a frequent issue with Malibu's but fairly easy to fix.
Remove dash around the hazard button. Remove the connector from behind there and use a flat-head screwdriver to disconnect it. Use a replacement part from any auto parts store.
It takes about ten minutes to do if you know what you're doing. Don't go through the dealer to get it done. They quoted $175 where you can do it yourself for $10.
Well I personally have a 2000 Malibu LS and have had the same troubles random clicking noises when signals aren't on then no signals or random signals. The problem is your hazard relay switch, it is located in your dash board very easy abd cheap fix.
The common fix for this problem is dirty control swithc on the environment console. I toolk mine apart and cleaned it to fix this same problem in my Malibu
Depends on what exactly is going on. That era Malibu had a hazard lamp switch that would commonly fail. This would cause the turn signals to no longer flash. Also, multi-function switch failures are common. The brake lamps go through this switch and if the switch fails, sometimes the brake lamps won't light. Another possibility (if it's brake lamps only) is the brake pedal switch. This switch tends to build resistance from carbon tracking due to arcing.If you really are talking about the taillights (the less-bright lamps that come on with the headlamps), you could have a bad fuse, bad bulbs, bad headlamp switch or any combination of the above.

The flasher is actually the hazard switch itself. If removed turn signals will not function. Just pop the old switch out and unplug it to replace if broken (if present and signal don't work).
