The Vietnam War was for 14 years (1959-1975), so there were more than one president during the war. The presidents were Dwight Eiesnhower, John Kennedy, Lyndon Johnson and Richard Nixon and Gerlad Ford.
President Johnson did NOT like the Vietnam War; He didn't like to talk about it, he didn't want to hear about it, and he didn't want "...to send American Boys to fight a war that Asian Boys should be fighting..." to quote one of his televised broadcasts. Johnson wanted to concentrate on HOME MATTERS; primarily his "Great Society." Vietnam angered him so much, he refused to remain President of the United States after his first term expired.
After the war, there was a reunification of Vietnam. So the answer is "One country".
Eisenhower believed in the domino theory that justified intervention in Vietnam and he sent advisors to support the non-Communist government there. Kennedy greatly increased the military aid sent to Vietnam and had the US deeply involved there. Johnson then escalated the War greatly. So, you could say that Eisenhower started it, Kennedy made it inevitable and Johnson really made it a war.

The Vietnam 'war' was started by Kennedy, escalated significantly under Johnson and was still underway when Nixon was elected so Nixon was elected during the Vietnam war. Nixon also successfully ended the Vietnam war on terms which were above and beyond those offered by his political counterparts who werewilling to withdraw unconditionally.
