There were gardeners in the Middle Ages. They raised plants for household consumption. There were gardens for food, medicinal herbs, and for beauty in monasteries and manors, and at palaces. The only "whos" who originated with the emperor Diocletian would be his children. However if you mean "what" originated with Diocletian, it would be the tetrarchy form of government. This is the division of the empire into four parts, with two Augustii and two Caesares. Each man had his own section of the empire as his responsibility. The Augustii were senior emperors, there was one in the east and one in the west, and the Caesares were junior emperors, one for each senior emperor, who took charge of troubled frontier areas in east and the west respectively.

Qin Shi Huang the emperor of the Qin Dynasty had the most famous section of the wall built but very little of it remains today. A network of smaller earthen walls existed prior to his construction but most have eroded away as well. Most of the remaining wall that we see today was built during the Ming Dynasty
