You can try removing the wiper arms by extending the arm upwards and popping it off then reinstall them where they should rest. If this does not fix your problem then you need to replace the wiper motor because it ha s been burnt up by trying to use your wipers while they were frozen to the winshield and not able to move.

If your wipers were froze down or stuck down when you tried to use them. It maybe the wipers are designed so that the bolt which is fastened to the fire wall backs off. try tightening that bolt and see if they do not been working again! From LHZ

Wipers don't stick if it wont move that means the wiper motors have froze up as in quit working all you can do is try to get the wiper motor working by turning the wiper switch on and grab the wiper arm and try to move it up or down if that don't work remove the wiper arms then remove the cowl and replace the wiper motors
