There could be several causes for this, but only two come to my mind at the moment.
- Even with spark at the plugs, IF the timing of the spark is wrong then the engine cannot start.
- There is some kind of problem with fuel "delivery" to the cylinders. This could involve the fuel pump, pressure regulator for an injection system if so equipped, some defect in the computer controlling the fuel injectors, or on a vehicle with a carburetor, some defect within the carburetor.

You will still have spark, car will try to start or backfire. If no spark at all the plugs see if you have GOOD spark from coil. If coil is working then you will find the problem in between the coil and the plugs, probably a distributor component issue. The ballast resister is a possible cause also.
