Yes I agree with you.
Firstly if they were to realise a new one they need to add Coop. That would be a big feature. I could help Friends that would moan because I can do something that they can't.
Secondly they would need to make it somewhere else other than America. Tell the story from maybe England or Germany.
Thirdly Dual welding. They are doing it in Skyrim so do it in Fallout.
Fourthly you should be able to run your own shop if you wish to settle in a town or have completed the game!
