The flasher from other answer is what makes the noise and makes them blink which is why I recommended you try replacing
There could be a ground on the body of the vehicle. If this isn't the case there could also be a problem with the relay that go to the indicators.
try indicator relay switch,,its in the steering colum,and its square shaped
Even if the indicators are slow the relay should still click on and off. just open the relay box, turn indicators on and remove relays one at a time until indicators stop. The relay is usually a fairly large one. Hope this helps.

Sounds like they have power and all function, but don't flash. Try replacing the flasher, it's a cheap part and just plugs into fuse box
can only be a short circuit, broken wiring, bad earth, dirty connections check and try them.
Under the actual indicator. There are 5 screws holding the steering column cover together, remove them (all underneath the column) then under the indicator you will see the relay switch (black box thingy) Why do I know? I have a fiesta mk4 and the relay has gone, resulting in no indicators at all.. not even on the dashboard.
