Secretary of State William Seward negotiated the purchase of Alaska and those who felt that it was a waste of money used that term to mock and deride him and President Andrew Johnson.Such terms were used by those who did not approve of the US purchase and thought that it was a waste of money.

Mr.Seward was the man who was responsible for bringing Alaska to the U.S. At the time Alaska was known as an uneeded wasteland devoid of any useful materials. So using the country's money and resources on aqquiring a money wasting chunk of land was not accepted by the people of the United States of America.
Because, after Secretary of State William Henry Seward bought Alaska in 1867, most people thought that the land was useless and that it was absurd for Seward to have spent the money to buy such a place.
