I really don't know how to give you a straight up answer because I just asked kind of the same question. I have the same problem and I don't know what to do. There is this guy I am friends with; we hang out at school and he does things that show he likes me and his friends say he talks about me all the time but when I asked him out he said no. He still acts the same and he is shy, but I don't know what to do either. So when you get a real answer let me know too because I need to know. I need help with it on either to move on or make another move because I really like this guy.

For the actual question: He was maybe not expecting you to ask him out, so he said no even though he'd like to. In any case he likes you as a friend at least. You could just ask him whether he's thought about it again, and if he still says he really wants you only as a friend then accept it. Having one more guy as a friend is nice too, isn't it? You can ask him for advice in future love troubles ;)
About the comment above: The so-called signs of liking someone like looking at a girl all the time, eye contact and such or talking about you all the time are never a sure thing. They can just as well mean you're only a very interesting girl. Same advice for you: ask him again to show him you were confused over his first answer. Explain to him why you're confused. If he really doesn't want to date you he'll make it clear to you and he might even help you get over him if you ask him to.
