The meaning of why this is all an offense if that almighty God is a Holy God and so His name is also Holy and thus not to be despised or treated lightly. It means He is perfect both in Himself and in all His ways, even if we don't always understand them.
Thus, even though such persons may get away with their blasphemy for a time, God will deal with them eventually. Although, it is amazing that He even gives such people as these an opportunity to repent. This longsuffering makes their attitude all the worse in terms of being obstinate.

It means that, when talking about God you should not be dishonouring or speak ill of him. More than that, you should not use God's name as a swearword.
There are those who shout "O my God!" or "Good God" or "Jesus Christ!" (as examples) as expletives. This is not honouring the sacred name of God and is against the second commandment. Just as you would not shout out 'Your mother's a pig' to someone as it is offensive to that person's mother, so shouting 'Jesus Christ!' as a swear word or expletive is dishonouring to God and offensive to those around you who regard Jesus' name as worthy of respect.
