If you mean state conventions, then no, the 18th amendment was passed by these conventions, enacted Prohibition. However, a national convention has never been convened to approve an amendment.

I'm assuming that you are referring to US Constitutional Amendments. The 26th amendment passed the quickest, from proposal to actual enactment. It was proposed March 23 1971 and passed July 1, 1971.
Do you mean is it an amendment to the Constitution? No, it was not an Amendment to the Constitution. The 13th Amendment was passed in 1865, after the Civil War ended to make slavery illegal. The Emancipation Proclamation was delivered early in 1863.
