How much time does it take to build a house? Well it depends on what the house will be like in the end.
Building a site in Flash is not recommended by anyone who is serious about web site development. You can include Flash elements in a web pages, but nothing warrants a site entirely in Flash. Okay, maybe showcasing a Hollywood film, but if you're that far in, this is a very silly question.
Get an introductory tutorial on Flash and learn the basics. Then get some more resources and advance your learning. Depending on your skills, you will learn more or less quickly. My guess is 6 months to get to proper grips if you are truly serious.
To do anything proper with Flash, you'll need to use proper graphic design tools, and have decent design skills, otherwise you're just as well to take the easier route and use HTML.
But the end answer is: if you're so worried about the time it will take, you'd better just abandon here. In learning, there is no time for impatience.
