not sure about the timing but the dwell should be set at 30 degrees.
Timing should be 10 to 12 degree's before top dead center (with distributor's vacuum advance plugged) and 1000 to 1200 rpm in neutral (800 to 900 rpm in gear). There should be a sticker in the engine compartment to give precise spec's for your car. The dwell listed above sounds a little high but may be correct. I know the point gap should be 0.019in.
