Can you repeat a course where you got a letter grade of a D twice even if the policy at school says you can only repeat a course twice does this mean only if you failed the course with and F?

It depends on the school and their specific police. However, while many colleges and universities have this policy, it does not mean you cannot appeal. If you feel you have a reasonable request particular to a specific issue or issues, you can request permission to repeat the course a third time typically from the vice president for academic affairs or his/her designee.

Why do I keep dwelling on past mistakes?

I am not a therapist but your dwelling on a past mistake maybe in hopes that if the times comes again you are able to change the way your reacted. I tend to do this a lot and wish I could change the way I reacted. the only way I think about it is it is in the past and yes the past can hurt because sometimes we made stupid mistakes but you can either repeat the same mistake or learn from it - this may not be of that much help but I hope it helps a little bit.
