According to The Bible, Solomon.
And to all who ask for it:
"If any of you lack wisdom, let him ask of God, that giveth to all [men] liberally, and upbraideth not; and it shall be given him." Holy Bible, Book of James ch1:v5
King Solomon, I believe.
The Lord promised King Solomon wisdom and understanding beyond measure, as well as wealth and honor during his reign as king. Additionally, the Lord vowed to establish Solomon's dynasty if he followed His commandments.
God made a covenant with King David and based on his promise ask Solomon for anything he desires. God does not go back on his word so fulfill it by granting Solomon wisdom for that is what he requested. It was through God's wisdom that made Solomon powerful.
God approves those whom seek knowlege and gain wisdom to teach those who dont have time to or just did not want to, to help everyone who desires to learn.
