NO, if any one of the brake lights turns on whenthe brake pedal is depressed, and then turns off when the pedal is released, THEN that is proof that the brake light switch, the fuse, and the wiring TO to working light is working.
The fact that it works, and the lower two don't indicates a problem ["OPEN" circuit] in the wiring harness to the two nonworking lights.
Without doing a "hands on troubleshooting" of your vehicle's brake light circuit, NO ONE here can tell you specifically where or what the cause is. However, the defect causing your problem could include one or more of the following:
