According to Ford Documentation 2003 E-Series, 9/2002, Page 303-01C-3, Engine 6.8L, the Oil Pan Drain Plug torque is 12 Nm and 10 lb-ft.
if you are not going to re use the tank you can drill the plastic, there is no drain plug, the best thing to do is to run it low then remove it, if you still need to drain it you will have to take out the fuel pump and tip the tank upside down
Check below the center core plug on the driver's side. Use sealant or 3 to 4 wraps of teflon tape and torque to 11 ft/lbs. Be sure the radiator cap is off when you drain it.

1) Warm the bike up to operating temp, shut it off and get the bike level. 2) Remove the drain plug. 3) Clean the drain plug, it will have a magnetic tip to catch any metal shavings. 4) Once all oil has drained out, clean the surface of engine around the drain plug hole and insert the drain plug and tighten to the recommended torque. 5) Now, pull the fill plug on the right side of the engine. Add your oil, replace the filler plug and start and check for leaks.
