You should already have the restore disk. When most computer manufactures send you a computer, they send the operating system disks and driver disks with the new computer.
If you didn't get those disks, contact Toshiba.
If you don't get the disks, just download a Windows XP iso and an activation crack from isohunt.com.

Most Toshiba's have built in software to let you burn the disks yourself and a recovery partition can be accessed by pushing a button while booting(example: F8). If not, i will recommend you to buy them from Toshiba.

What you actually want is a Windows recovery disk, you can buy one from Microsoft, or you can create one from an existing Windows system (though I don't remember how, try Googling "system restore disk creation"). Downloading a free disk is illegal under Micro$oft's terms, so you'd be hard-pressed to find a site that offers free Windows recovery disks.
The laptop should have come with a DVD, labeled as the "Toshiba Recovery Disc." Place this disc in your DVD drive and restart your computer. OR IF YOU DO NOT HAVE THE DISK/S just go to ezrestorepc.com for all your recovery needs from many different brands including the toshiba one :-)

If your restore requires a windows disk then you cannot restore without one. Most do not require a windows CD. Most include the windows files in the manufacturer restore.

Most Toshiba Satallite the days come with a buildt in software to burn your own and a shortcut to access the recovery from boot (F8 etc.) If not, i would advice you to buy a cheap one from Toshiba by providing them with your PC serial number and W7 Key(located under your machine or battery) or contact a store/PC garage. Most recovery websites are full of comersial, false and bad files.
