Welcome to The Wonderful World of being a Cressida Owner - Toyota built or designed that engine with incorrect torque for the head gasket, so it blows, and needs at minimum a lower engine rebuild, but when you do, make sure you increase the head head bolt torque to the NEW and Recommended spec, to prevent a recurrence in a couple of years. 'Tis a shame Toyota never owned up to this serious intrinsic fault and stepped up to the plate and offered an 'Out-of-Warranty' fix for its loyal customers.

Answer Yeas absolutuley can, Typical of the 3.8 and the 3.1 motors, Have also seen it it in the 3.4 motors. What do you have? It is probably an intake manifold gasket problem, depending on the motor.
If a heater fan is not working on a Toyota RAV4, the problem might be with the blower motor resistor. The blower motor resistor is either on the firewall next to the heater motor or in the dash on the passenger side above the heater core.
try to change the dash control unit but still did not work

Will a 1998 Toyota Camry motor fit in a 1999 Toyota Camry
Normally it means you have moisture in the motor. Head gasket or intake gasket leaking. Most of the time I've seen the head gasket leaking to be the reason. Check your oil level frequently. If the level starts to rise, then you probably have a head gasket leaking. The problem is oil does not steam. The steam is coming from a water based substance in your motor. Example..... Water, antifreeze, etc.
Toyota Motors, of course.
