Your '01 Lincoln Town car might not shift gears because it is low on transmission fluid or because the transmission is damaged.
There is a diagram in the transmission section of an electrical trouble shooting manual. The input spd sensor is on top of the trans, and is under the shift cable bracket.
It's on the drivers side of the transmission.

The most common reason for a transmission not to shift properly is low transmission fluid. Make sure the transmission fluid is up to the full mark.
There are several causes that an automatic transmission will not want to shift into second gear. The two most common causes are transmission pump issues and trouble with the vacuum modulator.
If a 1991 Lincoln Town Car will not shift out of first gear, the car should be checked for a vacuum leak. Another item to check is the vacuum modulator which is next to the transmission.
Check your shift cable, check your torque converter, check the shift solenoid, pull codes to see if it's an ECM issue.
