You may have some viruses in internet Explorer or some Trojans. If your antivirus is up to date check for these viruses and trojans. If there aren't any then go back to your internet settings and if you have proxy settings disable all proxy settings. If that doesn't help then you should take the computer to be fixed by someone else.
I had this same problem once and all I did was phone my internet provider and they walked me through it and everythign was great in 5 minutes.
