(working on Windows XP, may apply to other OS's) An error 1068 means that one of the print spooler services dependencies is not started. it relies on RPC Server (which should always be running, if it's not you'll have lots of other issues...) it may also rely on some others. Like the LexBc service, for example. If print spooler isn't started and you go to control panel, printers, you won't see any. A quick way to create this error, inadvertently, is go to start, run, type msconfig and click ok. Go to services and disable a few printer services... So if anyone's run msconfig on your PC lately start there.

How to fix it:

Start, Run, Type "services.msc"

Scroll down to Printer Spooler Service

Right click on it

Choose Properties

Click on the far right tab Dependencies

You'll see a list of Dependencies (example LexBc and RPC Server)

Write down what they are

Now scroll through the list of services and check to make sure

that the required dependencies are started.

If they say disabled then right click on it

Choose Properties

Change Startup type to "Automatic"

Choose ok

Once all the dependences that you have written down are set to automatic then restart your computer and viola! Printers are working again

Actually, I am answering my own question. I contacted Epson, they discovered it was the Print spooler that was not configured. I then called Dell back and explained to the tech help about the print spooler. They re-configured the spooler.....and now it works fine.
