If you are referring to the front side ones, you need to remove the entire headlight assy to get at it. There are two thumb screws that can be easily removed to do this without changing the head light alignment afterward. This will allow you to replace the bad bulb.
Probably the multi function switch, which is the turn signal stalk, probably has to be replaced, it's all incorporated in that stalk and if you do the work yourself the part is around $55.00.

Your turn signals and hazards use separate flashers. Your hazard flasher might have bitten the dust. FriPilot sounds like the horn/horns arent working. also sounds like the hazard switch is inop
Check ground circuit
Check bulb, and check wire harness.
It sounds like the Igniton switch, same thing happened to me on my 98. I took it to the Buick dealer, they called me about 4 hours later and said "we finaly found the problem" So this is some thing that doesn't happen often. It is not part that the key goes in, it is the part in the steering column. Take it to your buick dealer and tell him what you think it is. This may save some time trying to hunt down the problem.
Is the body of the wiper motor grounded? The motors are usually mounted on rubber and needs a grounding strap to the body of the unit.

In order to get it out of INOP and into LOC mode again so you can enter the code you must drive the vehicle for 1 hour or keep the igintion in the on position for 1 hour.
